Grand opening of Village Chance
The opening ceremony of Village Chance was held on January 20, 2011 on the site of the Village Chance which is situated in Binh Hung Hoa A, a poor ward of Binh Tan District. The colorful ceremony was attended by the Maison Chance beneficiaries and staffs (including the volunteers), the students and apprentices of the Take Wing Center.
The major guests of honor included the representatives of the diplomatic missions of Switzerland and of the United States, the representative of the local authorities, the members of the International Federation of Maison Chance, and the principal sponsors who have contributed to the financing of the construction.

The Village Chance vision was conceived to meet the urgent needs to provide acceptable living space and facilities for the severely handicapped. The Village comprises 40 family apartment units adapted for wheelchair access. Many have been designed for families with one or more children. Every construction details have been designed to accommodate the needs of handicapped people in wheelchair. The Village, however, is not just an apartment building for handicapped. The basic core principles of mutual support between the handicapped and the orphans have been applied in the layout of the various adjoining buildings that comprise the total project.


It has also been designed to facilitate the full integration of the Village with its local environment and demographics of the local community. Thus, the classes will be opened to the children from the poor families of the neighboring community. The restaurant and the internet café will be operating as a normal public facility. It is expected that the revenues generated by the rental from the rooms and apartments to handicapped travelers as well as revenues from the restaurant will cover in part the costs of the operating costs of the Village.

 

 
About the standards


Compared to the standard of the more developed countries in terms of comfort, space per tenant and equipment, those of the Village Chance are rather modest. However, compared to the standards of the majority of the Vietnamese people, those at Village Chance are higher than the average. They correspond to international standards adapted to the needs of disabled people.

This is reflected in the costs of construction as well. For a total cost of just $US 2.5 millions, which is the cost of large urban villa in Switzerland or in North America, the Village Chance contains 40 family units, seven individual rooms for rent, five classrooms, a clinic, administrative offices, a restaurant, a rehabilitation pool, and a large central courtyard allowing exchanges between the inhabitants.

 

The Village Chance is much more than accommodations. It is a benchmark example in terms of solar energy utilization contributing to the clean environment and sustainable development. It takes quality requirements, especially in the choice of materials, the security systems, and the architectural conception which are higher than those existing in the popular areas.


The principal sponsors and the International Federation of Maison Chance have supported this project and are fully satisfied with the result. More importantly, they realize that the completion of this project does not mean the end of Maison Chance efforts in Vietnam to help the disadvantages and handicapped. Rather, it is one more important step in the direction of establishing greater equality between the rich and the poor, the able-bodied and the disabled. Therefore Maison Chance will continue to need the ongoing financing of operations such as the teaching staff salaries, the administrative staff and the healthcare staff.


The first step of Tim Aline’s work was to offer a shelter for the street children, the most destitute and the handicapped abandoned to their destiny. In order to prepare them for becoming fully autonomous and living a more dignified life, an educational and training school was created and known as the Take Wing Center. To complete the reintegration of the handicapped into normal society, a further step is now accomplished with Village Chance providing a suitable living environment. This organic and logical development has a unique objective: to help those disadvantaged and handicapped a better living and become autonomous.

 
At the present time, the main financing sources come from private funds. Thus Maison Chance will continue to need for the foreseeable future the help and support from overseas donors who, through the national associations in France, Switzerland, Belgium, United States, Canada, Australia, and Germany, chose to contribute to its success.
